The U.S. Army Installation Command (IMCOM) currently contracts for environmental services through a range of contracting offices and methods to include the Army Contracting Agency, the U.S. Army Corps of Engineers, the General Services Administration, Cooperative Agreements, and others. IMCOM currently does not have an established methodology or enterprise-wide vehicle for procuring environmental services. Garrisons/Installations issue contracts individually to procure the environmental services they need.
A detailed strategic sourcing analysis of the environmental services procured within IMCOM recommended a number of sourcing tactics to improve IMCOMs purchasing practices, such as creating national contracts and standardizing requirements definitions.
The U.S. Army Environmental Command (USAEC) is the IMCOM lead for awarding multi-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts to procure environmental services. In this capacity, USAEC coordinates with the Army Contracting Agency to develop acquisition strategies, author market research, host industry conferences, develop performance work statements, issue requests for proposals, and award contracts to qualified firms.
These contracts will enable a national suite of contractors to provide environmental services support to the Army that will ensure competition, provide best-in-class vendors, and ensure consistent pricing for similar services.
IMCOM will be able to consolidate similar requirements into single procurements that will save money by using the buying power of IMCOM. Also, the ID/IQs will provide contract vehicles featuring easily executed task orders and competitive pricing that will enable Garrisons/Installations to meet their requirements by pre-qualified vendors.
The current contracts supporting the IMCOM constitute the full spectrum of environmental services executed within IMCOM. These services address all environmental requirements within environmental compliance, natural resources, cultural resources, and, in the future, management/professional services.
